Metropolitan Employees Benefits Association (MEBA)

History

On December 20, 1993, public employers and bargaining units from Brea Olinda Unified School District, Buena Park School District, Fullerton School District, and Fullerton Joint Union High School District met to address the escalating costs of health care programs.

The Metropolitan Employees Benefits Association (MEBA) was established in January 1994. The purpose of MEBA was to focus on controlling health care costs and improving the quality of service to its members.

The Trust continued with the original four districts until January 2002, when Capistrano Unified School District joined. La Habra City School District joined MEBA later that same year, bringing the number of participating districts to six. In January 2006, the Trust expanded into Los Angeles County with the addition of the certificated employees of the Charter Oak Unified School District.

The MEBA Board is composed of 16 voting trustees, eight representing management and eight representing labor. In addition, there are two management alternates and two labor alternates. The labor trustees include representatives from both certificated employee associations and classified employee associations. Voting is by consensus blocks – one for labor and one for management. The Board co-chairs rotate annually from management and labor. Each labor group and management has their own guidelines / process for selection / rotation of board seats between member districts.
